[Updated] Colossus & Juggernaut Limit Increase

Increases the number of colossi and juggernauts you can build. +1 colossus every 800 naval capacity (2nd one available at 800 naval cap) and +1 juggernaut every 400 naval capacity (2nd one available at 400 naval cap) Should be savegame compatible as well
