Space Communism Updated

This is a mod that aims to create a fun and detailed socialist roleplay aspect for Stellaris. In many mods (and by Paradox themselves) socialism in stellaris has been only been in the form of 20th century space gulags and central planning. Well, when I play a game about the future, I want to create a government of the future. So here it is! At the moment I've only created flags and civics, but as the mod progresses I'd like to add flavor events, edicts, and whatever else feels missing. Beyond compatiblity with 2. 6, I've also added some government types, removed the ability of random non-socialist empires to use the socialist emblems, and repaired the localisation file.
