1. Reduces dash attack skill cool time to 1s.
2. Easily dodge and parry. Extends just evade/ just parry time to 1s
and reduces cool time to 0. 1s.
3. Zero cool time of drone scan.
4. V2. 0 Now CC enemies during skills to make it more practical
