Oxygen consumption fix [StationeersLaunchPad]

Oxygen consumption fix WARNING: This is a StationeersLaunchPad Plugin Mod. It requires Bepinex to be installed with the StationeersLaunchPad plugin. See: https://github.com/StationeersLaunchPad/StationeersLaunchPad Changes suit's SetGasToTank function from base game so it no longer dumps oxygen into waste tank in any hot environments for no reason. Hot environments can be hot planets like Vulcan, Venus or room sized 'furnaces' with 1200 degrees inside. Slightly lowers suit's power consumption, consider it a bonus for the bug that was present for years as far as i know. Known bugs: waste tank gets ridiculously hot while in creative write in comments if you think you found anything else. TODO: source code + external .dll/mod release (github?)
