Tracking of the sun at 99-100% efficiency. Uses tracking formula from the wiki which uses min15/max100 to increase early efficiency, and allow exact calculation. Requires a light sensor be placed facing East (sunrise), and a batchwriter. It will power the batch writer down at night to conserve power.
