Planetary Incursions Fix (Patch for Any Old Mods That Tweak Systems)

ANY Mod that tweaked star system data (space encounter rates, system enemy spawn levels, etc) before the Free Lanes patch will have no incursions, because that keyword did not exist.

This may be an issue on some of my mods, even, that I will need to patch. This will work in the mean time before I make a patch.

This patch will provide the Royal Galaxy values for Star Systems, which allows for a little more encounter variety and more Terrormorph locations. It will work for any mod that tweaked Star sytems and re-enable incursions.

I obviously am biased and think the Royal Galaxy values are awesome. If you disagree, at least this will enable incursions for you while you wait for other mods to be patched. :)

Posted because this may be a problem for a ton of mods, and people may not realize what the issue is quickly.

This probably should have always been a standalone mod as its a simple improvement to vanilla most people would want (expanded max levels for star systems, added variety, etc), but I got overwhelmed by the # of mods I had up and just focused on updating the existing royal suite.
