to enable it drop the esp and txt into your data directory in starfield usually:
C:\Program Files (x86)\Steam\steamapps\common\Starfield\Data
Launch starfield and go into creations and T to access load order. Scroll down and enable OutlawMaxShipsOwned100.esm
