Faster Cell Lookup

This is the Starfield version of my port of WallsoBG's Fallout: New Vegas mod Cell Offset Generator that fixes missing OFST records for your plugin files, which makes cell loading faster.

The Problem

When a plugin is converted to a master (ESM), saved in Creation Kit without version control, or run through xEdit's "Clean Masters" the per-worldspace cell-offset table (the OFST chunk) gets stripped out. The game engine uses that table to jump straight to a cell's data when it streams exterior cells. Without it, the engine falls back to a slow linear scan of the entire worldspace every time it looks up a cell.

In lightly-modded games you won't notice. But in heavily-modded worldspaces, where dozens of plugins stack records into the same exterior worldspace (city overhauls, large total conversions) the slow scan can cause cell-load stutters and hitching as you move around.

Cell Offset Generator is an SFSE plugin that rebuilds the missing OFST data at runtime, in memory, for every loaded plugin that's missing it, exactly matching what the Creation Kit would have written. Cleaned plugins then get the same fast exterior-cell lookup that vanilla ESMs enjoy.

Generation happens in memory on first launch and is cached to disk for fast subsequent launches in <game dir>\Data\CellOffsets. The more plugins overwrite a worldspace, the bigger the benefit.
