Kham's Artifact Fixer and Booster - 2 Versions

Fixes 6 Artifacts having no effects and Buffs others

Replaces the Negative RED stat "Radiation"

with a Positive GREEN one called "Radiation Protection"

this variation of the mod changes the  "weak" stat aka 1  to "medium" aka 2. BUT keeps the rad debuff unlike V1

i also found 12 entries that carry the stat 05  but only 1 2 3 4  gets shown in-game aka  weak medium high maximumi changed the 05 stats to 4  so that some artifacts have more stats now
