Background
Skyrim actually has a comprehensive-ish witness system. There is initial witnesses, which you can kill them all to remove your bounty. Once the crime has passed a certain amount of time (controlled by fKillWitnessesTimer setting) or you resisted arrest, the crime enters a "reported" state, killing all witnesses will not remove the bounty anymore.
