This is a quick and simple mod that adds row boats to Windstad Manor and Solitude docks. Walk up to a boat and activate it to be transported to the other. A short amount of in-game time will pass when using the boats.
Windstad Boat - Slightly North of the fish hatchery.
Solitude Boat - South West end of the dock.

The boat will not work if you try to use it while over encumbered.
