In vanilla Skyrim there was no way to obtain it as Spell, Potion or Enchantment.
With Dawnguard, you could walk on water as a Vampire Lord.
With Dragonborn, there is a potion and boots that allow to walk on water but it can't be used in custom enchanted items.
