SSE Engine Fixes Sleep Wait Time Fix

This is a very small fix to the SSE Engine Fixes TOML file that seems to have been missed/removed with the last update.

The sleep/wait time modifier would no longer work for me after updating to the latest version on the Github page and it looks like a simple line was removed. All this does is re-add the line;

bSleepWaitTime = false       # Modifies how long it takes an hour to pass when sleeping/waiting. 

The value has been set to true

This will allow the line;

fSleepWaitTimeModifier = 1. 0      # modifies your sleep/wait time, 1. 0 = default, smaller = faster, larger = slower to function again

The value has been changed to 0. 3 but you may change it to whatever you like obviously.

I could not get the sleep/wait modifier to work without this, so I am just putting it here for anyone who has the same issue and hates the vanilla sleep/wait time, I can't tell if it's an isolated event related to me or not but am putting it here just in case someone else may find it useful. 

This absolutely requires SSE Engine Fixes and will do nothing without it. Simply overwrite the existing TOML file or just use this as a guide to re-add the line in case you don't want to overwrite any other personal settings you have made.
