When you are in vampire lord form the vampiric drain spell is your main source of damage, however bethesda decided that if Serana is your current companion she can do it for you and significantly nerfed vampiric drain. This mod allows you to utilise the vampire lords full power and have Serana as your companion, by removing the clause that removes a significant part of the damage when Serana is your active companion.
The reason no bugfixes address this issue is because it is not a bug but a deliberate nerf from bethesda.
If you want to manually install it, you can just extract it to the data folder
There already is a mod that does the same for the original skyrim and it used to work for sse, but according to the posts it doesn't work for sse anymore.
