This drove me mad. You may have encountered this before, the "out of breath" sound fx gets stuck in a loop, even after your stamina gets back to normal.
I managed to replicate it consistently by using "player.damageav stamina 1000" and then mashing the sprint button repeatedly.
This fixes it without removing the sound fx entirely.
If anyone knows what mod causes this issue would love to know, this doesn't happen in the vanilla game.
