How is Ralof envisioned and touched on in this mod:
In this mod, Ralof is a hot-blooded Nord who fights for freedom, country and faith. The first guy you talked to when you began this journey, now finally joins your fight to kill dragons, stop vampire prophecies and liberate Skyrim!
He joins you after you escape Helgen and make it to Riverwood, or after you join the Stormcloaks and discover that you are Dragonborn. Your brother in arms in Helgen, now in all Skyrim as well. As a follower, he is a capable warrior who can deal decent damage.
You're finally awake. Now he is too.

Ralof is recruitable as soon as Gerdur tells you to find Balgruuf, after you left Helgen with him. His recruitment dialogue is only available while in Gerdur's House.
If you didn't do the Helgen start, you can install the No MQ plugin, which makes him recruitable immediately.
Ralof will leave or refuse to join you if you join the Imperials.
