This is a bug fix i recently found and resolved for the user's having trouble not hearing voice dialog, stuck in a language (russian) dialog and events not triggering due to no dialog file. Manual install recommended
Go to > The Elder Scrolls V Skyrim Special Edition\Data (folder)
Skyrim - Voices_en0.bsa (file)
Start Skyrim
(Optional): You can also put this in the folder and rename it the current dialog language it is using (for example: i renamed Skyrim - Voices_en0.bsa to Skyrim - Voices_ru0.bsa + replaced file . this just changed my dialog language from Russian to English without using the launcher.
