A spell to instantly decapitate enemies

Shoutout to everyone who have used this mod to make your own mods. I made an apple, but you made it into a pie!
While the idea for this spell is not brand new in the Skyrim modding community, I have yet to find one (at the time I have uploaded this) that is available for Skyrim SE/VR.
This spell is also my first ever attempt at modding with scripts.
To find the spell book, look for the chest that is in Riverwood, between Sven's house and the town wall. look inside Sven and Hilde's house. The book will be inside the chest that is next to the bed, nearest the door.
This will not work against actors that do not have the decapitation animation, nor will it work on essential actors (testing on essentials resulted in headless people attacking me)
