All this is, is empty .wav files for the character breath sounds found in Conditional Expressions Extended.
I have encountered this bug on almost every save at some point. Basically somehow these sound files get stuck in the save or something, so they keep playing once in a while, whether you are cold or not.
Some people say shouts can fix it, but that doesn't seem to work for me.
From what I can gather, for me it mostly starts if I am sprinting and I keep holding the sprint button although my stamina is empty.
I have no clue how to fix it, so what I did was replace the .wav files from both Conditional Expressions and Conditional Expressions Extended with empty sound files, hence the the band-aid in the picture.
If someone knows of an actual fix, feel very free to let me know!
