Rubbish Retrieval radiant quest was supossed to send you to either Markarth, Riften, Dawnstar or Morthal. However, due to an implementation bug, the possibilities of being sent to Dawnstar or Morthal are very slim.
Rejoice yourself, because with this mod you will be able to experience this epic quest as it was originally intended.
Technical details of the bug:
The quest asks for a reference with location ref type "ccBGSSSE001_TownFishingSpotRefType". There are 4 in total: one in Markarth, one in Riften, one in Dawnstar and one in Morthal.
But only one of them is marked persistent (the one of Markarth, because it is used in some other quest) . The Riften one, despite not being persistent, can be picked up by the game because Riften itself is loaded when you get the quest. However, the Morthal and Dawnguard references, without the persistence flag, are unlikely to be in memory when the quest starts, and the quest will be unable to send you there.
This mods adds persistence flag to the Dawnstar and Morthal references (and also to the Riften one, just in case) that the quests ask for.
