CC Fishing - No Artifacts from Fishing

Removes the five artifact rings from the rare junk loot pool. Places them in the world instead at various locations. This includes Denstagmer's Ring, Mentor's Ring, Ring of Kynareth, Ring of Phynaster, and Ring of the Wind. (ESL Flagged)

  []Ring of Phynaster - In Ravenscar Hollow in a strongbox on a table

  []Ring of the Wind - By the tent at the pond south of Half Moon Mill (I'm not too happy with this location. I might change it's location in a future version)
