The New Normal has vastly superior normals than these. You can download that whole mod or just the aanimals from here.
I've been holding off on making these, because the best way to do it is to get good AI upscaled diffuse textures to use as a base, and I don't like that chore. I like the making normals chore.
Luckily, TREBoy made some AI upscaled vanilla textures, and has permissions to use the assets, so I used them to make these. TREBoy's mod, UpScaler - AI Upscaled Textures 2x 4x Creatures, is not necessary to use these normals. They work great with vanilla textures out of the box, as well as with upscaled vanilla textures and cleaned vanilla textures, including TREBoy's.

Installation
Textures only - install as usual with Mod Organizer 2 or a lesser such tool. Install order (left pane in MO2) should be after (below) any vanilla upscaled or cleaned textures, and before (above) any retextures that aren't just recolored vanilla.
These can make some vanilla textures way more competitive with some of the retextures out there, so you may be able to get rid of some retextures you already have.
This mod replaces the normal maps for vanilla creatures in Skyrim with higher-quality versions generated from AI upscaled textures. It is deprecated in favor of 'The New Normal' but remains available for download. Works with vanilla or upscaled textures and can make vanilla creatures look more competitive with retextures.
