A Better Tomorrow - Replace Maven as Jarl

As a supporter of the Imperials in the Civil War, or someone who made a peace treaty during Season Unending, did Maven becoming Jarl not sit right with you? Well, this mod aims to fix that by replacing Maven with a new NPC who actually cares about Riften!

In the Bee and Barb, you will find a new NPC who doesn't agree with the way Riften is being run. His name is Horik Strong-Hand, a veteran of the Great War. Talk to him and see that he doesn't seem to like or respect Maven.

In Castle Dour, you get to meet the Empire's ambassador to Skyrim, Ambassador Cromwell. He is in charge of Skyrim's political matters. His loyalty to the Empire is strong however, and he will do what is best for the Empire. Maybe if you can convince him that Maven is corrupt, he can do something about it...

Horik, should he become Jarl, is determined to redeem this fallen city, and has chosen a trusted friend to assist him in Riften's management.

This mod is mostly voiced using spliced lines. No Jarl functionality should be lost by using this mod, as the new Jarl uses a vanilla voice which should easily hook into quests. Spliced voice lines are added for quests uniquely given by the Jarl of Riften, such as The Raid, Supply and Demand and Thaneship.

-  Removed USSEP requirement.

-  Most of the voice lines have been replaced with spliced audio rather than the xVASynth generated lines.

-  After reports that it disables her follower functionality, Mjoll the Lioness no longer becomes the housecarl. Instead, Horik gets a housecarl from the Imperial Legion.

-  An optional patch allows for Horik to exile Maven through a dialogue option. If she is exiled, she will spend the rest of her days at the Black-Briar Lodge outside Riften.

- Multiple optimizations to the implementation of new dialogue (thank you Drowchan for bringing this up)

- Added a new steward, Cassius and made Mjoll the new Housecarl

- Forwarded changes from USSEP

- You can talk to Horik to update his court if you are updating from an older version
