The grand lighthouse tower is located on a cliff at the mouth of the White River, not far from The Wreck of the Winter War. It is an important landmark on the shipping route leading to the port of Windhelm. The lighthouse keeper creates a magical light on top of the tower every night.
To get to the lighthouse use the boats that are near the ruined camp (look at the screenshot).
