The weapon is an ice sword called "Kori Blade". The slightly overpowered stats are:

The items and spell tomes can be found on Tundra, a lvl 25 cryomancer assassin being held in The Chill (Winterhold jail). Upon being sent there, or just traveling there, Tundra will be in the middle of attempting to break out. If you haven't already killed the Frost Atronach guarding The Chill in a previous visit, he'll engage it immediately. You can either slip out while the Frost Atronach is distracted, or kill them both. Either way, he is hostile on sight.
==Known Issues==The armbands are not bone-weighted perfectly, so you may seem some stiffness or clipping. Khajiit and Argonians don't have the cowl because I couldn't get it to look good with my skillset. Also, for some reason female elf ears may clip just a little through the cowl. I'm not sure why since I have part of the helm take the ear slot, but it may be one of my mods installed. The ice sword spell just sort of causes a Kori Blade to float into your hand. I couldn't figure out how to make it materialize like other bound weapons. It is also sile
