The recipe is 1 Paper Roll, 1 Leather Strap, 1 Firesalt (1 Frostsalt for the blue variant or 1 Voidsalt for the purple variant)
If crafting isn't for you, you can also go to Solstheim and steal the lanterns from the Redoran Guard.
Dragonborn DLC is required.
