Understand that the Mask/hood was tailored to humanoid faces therefore not for Kathjit nor Argonians. There is also an enchanted version geared toward stealth included.

Where to find it -In a guarded Locked Chest(the key is with 1 of the guardian) located South-west of WhiteRun near the Lady Stone.(isle in the middle of the lake,check the Map/location pics).
-To any forge assuming you have the advanced armor smithing perk(armor pieces are in the steel category). The armor is temper-able too.
