this is not a tweak over vanilla textures,a resize+ sharp filter,a contrast shift or else, textures are mostly handpainted
parallax is supported (and reccomended) clearly in conjunction with an enb , meshes are not included by the way so find a suitable meshes replacer to enable parallax, i suggest vivid lndscape http://www.nexusmods.com/skyrim/mods/43107 , it introduces some fixes on the not particularry awesome def(uck)ault meshes and it's an excellent job for exterior textures too... chose your poison :)
