Same quantity less gunpowder (Leon and Ada)

I know there are already mods that do it, but I wanted one that only reduces the powder, but that the amount of ammo was the same as vanilla, so I myself wanted to make a mod that supports both Leon and Ada.

I recommend using the mods:

Kalivos' Charms Overhaul (Leon)

Kalivos' Charms Overhaul (Ada)

Because this mod was thought of with these mods, but it is optional.
