Less Shiny Hair Leon - Luis

Self-explanatory, but the gist is I disliked how shiny the hair was for both Leon and Luis. It's almost like they doused themselves with greasy hair products or wore wigs. So I edited the values of their hair mdfs (thank you, vainiuss, for providing it) to achieve a natural hair shine for the duo.

The change only affects when they're dry, so if they get wet, it uses normal wet hair values (cuz wet hair is normally shiny anyways).
