Pax 2013 Swat Judge Voice Over Restored for DLC4

Oh boy, another Judge voice mod!

Converts the old Pax 2012 Judge lines to new Judge with support for DLC3!

Not all lines are the original ones and a few had to be kit-bashed together with what I had. Had to AI generate a few that had no supplements but they're few and far between, most is the original work!

Ogg quality 7, normalized down to -4dB

Replaces most (if not all) lines Judge has

Should be fine in multiplayer even as host since it only adds more singleplayer lines (as far as I can tell)

Note: Line lengths are not the same so lines may cut in for other clients, notably when first radio'ing TOC.

Minor AI support (because Judge has a few AI lines by default)

Major/full Squad Commander support (because it's Judge lol)

Minor loud line support

No subtitle support (because I'm lazy) (because we're staying faithful and there was no captions until 1. 0!)
