EXTRA ENGAGING AI to encourage Anti-Rushing

TLDR: Anti rush mod (unless if you're a psychopath and shoot everyone on sight.) Mod aims to prevent players from running and gunning through maps, force them to actually arrest people, think more, and make the AI more balanced/engaging to play against. People can't simply shoot and forget. Bashing/Taser use is your friend.

Purpose of mod: I have many friends that buy this game, pick the best looking gun, and start running around every map shooting every weaponed suspect on sight (while ignoring ROE.) They would also just make the civilians surrender and leave them alone. They then think this game is generic/not fun, since they are playing it like Call of Duty. The current AI for RoN makes "rushing" possible, and I do not like this. I made this mod to combat this issue.

Below, I've included the many changes I've made to the original AI, along with its reasoning. I would then use my friends to test the changes, with each change made to psychologically manipulate how they played every time. I was not planning to upload this mod, but my friends enjoyed the changes I've made. I've decided to share the mod. I appreciate all feedback!

Increased # suspects. Only 40% of suspects spawn with weapons. This sounds weird on paper, but it does not mean half are unarmed nor will they just stand there. The weaponless suspects could still pull out a pistol/fake surrender/pull out a knife/pick up weapons not collected for evidence. They move around/take cover/hide/ and charge at you more frequently. Makes gameplay more dynamic. Weaponless suspects forces players to not run and gun every map, and actually think about how to deal with them since they cannot shoot them instantly.

Suspect HP slightly increased to allow more random actions to occur.

Suspects lose morale on reload. Forces suspect to take cover to reload/surrender/fake surrender/etc. Makes AI more dynamic.

Increased chance suspect will fake surrender, pull out a knife after surrender, or fake suicide. Keeps players alert and engaged while arresting people. Tasers/bashing is much more useful with this mod.

Increased fire rate of suspects while decreasing their overall accuracy. I need this mod to be fair by removing the chance of getting one shotted. The chance of this happening is significantly lower.
