Increases total slots to 18 (10 initial, +1 per 2 missions), recruitment to 5, medical to 8 (min stress 0. 25). Stress: dismiss 0. 1, kill suspect 0. 01–0. 05, resting operatives recover 0. 2 per mission. Slightly reduced other stress sources.
