1.0 Combine VO Overhaul

SPECIAL THANKS TO USER STRIDER FOR HELPING ME FINISH!!!

Long story short, I was using a program to make the mod called Audacity, and it turned out I missed one of the folders worth of files to convert. When I tried to go back and convert the folder of audio files I missed, it kept giving me BS errors. I eventually pretty much gave up trying to fix it and decided to go onto other projects until I decided to come back and finish it.

Enter Discord user Strider, who DM'd me on Discord and offered to finish the mod for me, without him y'all wouldn't have this mod fully complete to enjoy. Show him some love!

I've been wanting a combine voice overhaul mod compatible with 1. 0 for a while now but nobody seemed to be putting in the effort to make it, so I decided to do it myself. All of these voice lines are simply the officers original voice lines run though Audacity to be filtered into Combine voices, so instead of a bunch of voice lines that makes no sense to the situation at hand we now have competent Combine officers that sound like they know what they're doing.
