The particles feature provided by region kit seems to be broken in the newest versions. I have not thoroughly tested which version the problem was introduced in, but using version 3. 3 appears to fix the problem. In order to use older versions of region kit you must unsubscribe from region kit and then go the the github page to download an older version.
