USRA Design 70-Ton Steel Triple Hopper

Adds a USRA Design 70-ton steel 3-bay hopper to the game in five different prototypical paint schemes plus a data only version.

During World War I, the USRA designed several standard freight cars, but not all of them were built under the purview of the USRA. This freight car is one of those designs that was adopted by several railroads after the war, and eventually evolved into the AAR Recommended Practice 9-panel 70 ton hopper. But, I'm getting ahead of myself here...

Between 1922 and 1927, 19,700 examples of the USRA 70-ton triple hopper were built by Standard Steel Car Company, Pressed Steel Car Company, Richmond Car Works, and American Car & Foundry for the C&O, NYC, PMcK&Y, P&LE, and Virginian. Of those, the largest purchaser of these cars was the NYC, who received 9,000 examples from PSC and SSC. All of these cars were originally built with a clamshell center bay hopper. Several years after delivery, every railroad rebuilt their respective fleets with hopper center bays, which is what is represented in this mod and appropriate for the era that the game is based in.
