Adds a Pennsylvania Railroad H21A 70-ton 4-bay hopper to the game in four different PRR paint schemes plus a data only version.

Introduced in 1909 and built with clamshell bays originally intended for coke service, all H21 hoppers received new unloading bays and were converted to coal service, giving rise to the H21A subclass. PRR continued to build more cars within this subclass, eventually accumulating a total of 39,123 cars. This made it one of the most common types of coal hoppers in the country. The design of the H21A was heavily influenced by the GLa, and the two cars share many similarities in terms of the arrangement and construction of the car ends and sides. The primary difference being that the GLa is a 50-ton 2-bay hopper, and the H21A is a 70-ton 4-bay hopper.

This mod adds the H21A in four different Pennsylvania Railroad paint schemes including as delivered, shadow keystone, plain keystone, and a war bonds scheme.
