Libra's Revised Foxy's Expanded Alarka Yard

First and foremost, thanks to Foxy for allowing me to adjust this. I know that it's sometimes hard to manage and deal with requests and suggestions from others, and I thought this might improve on the work already done.

This mod realigns the yard entrance at Alarka for a smoother transition to the through track/station track while extending the back end of the yard and reconnecting to the Alarka Mine branch just beyond the wye. The intent of this revamp is to allow for additional storage at Alarka for inbound and outbound traffic, especially if using Kater's MG Chem revamped and Xgusart's TILX 60ft tanker. Yard trackage set to 15 mph to dissuade AE Waypoint locomotives from attempting to use the yard as a cut-through.
