Elk's Prescott Mills and Plague's Whitter Scenery

This is kind of an alteration of my original mod, but completely anew.

Whittier Mills is owned by Prescott Lumber Company, as per usual, however I've scaled down the Sawmill from what it once was. I've henceforth also added an optional Pulp Mill that can be an addition to the Sawmill.

PlagueDoctor has added scenery assets around Whittier to make it feel more alive, but also within the Scenery Mod, I've planted down lighting for the two Mills.
