Industrial City — Safety, Compliance & Operations Manual This project is fully compliant with all relevant internal standards, interpretations, and convenient regulations. The city was designed to prevent accidents. Any accidents that occur are classified as non-systemic and therefore attributed to individual worker behavior. As part of ongoing budget optimization initiatives, structural failures, collapses, and spontaneous explosions of tower components may occur within acceptable parameters. Estimated casualty range: ~52 workers. Consequences for affected families are considered externalities and are not covered by this compliance framework. The city consists of two towers, a central base, and limited residential structures. Power poles function as street lighting in accordance with cost-efficiency and sustainability guidelines. Compared to Big Old City, this project is larger in scale but streamlined for efficiency (815 components versus ~780, within tolerance thresholds). The responsible companies certify that all risks have been properly documented, acknowledged, and ignored. By entering the work area, all personnel automatically agree to assume full responsibility for injuries, fatalities, or structural anomalies, regardless of cause.
