To install mods first unzip the zip file so you get the .pak file, now go to where Steam installs games then follow \steamapps\common\PAYDAY3\PAYDAY3\Content\Paks or just rightclick the game on Steam, manage, browse local files then follow to \PAYDAY3\Content\Paks now make a folder named ~mods (tilde is required) and inside the ~mods folder place the .pak file you downloaded. Once the .pak is placed go to the game in Steam, right click and choose properties, at the bottom of the general tab add -fileopenlog (hyphen is required) and now mods should work.
If you are using the Epic games launcher then a quick google search should suffice, i am not writing it here because i don't use the Epic games launcher and don't really know how it works, i have read that it is very similar to how it is done in Steam however.
