Extract the file and drop into PAYDAY 2/assets/mod_overrides. TimelessScale's mod should be placed into PAYDAY 2/mods instead. You can find your Steam game directory by right-clicking Payday 2 in your library, selecting Properties > Installed Files then clicking Browse.
