Castle Conundrum

You've acquired the rights to a plot of land located near the ruins of an ancient castle—a great place to build a theme park! Unfortunately, due to the castle's historical significance, the government won't allow you to demolish or build too close to any of the ruins. Not only that, the government is very concerned about environmental impact and won't allow you to build over the river that runs near your property. You've managed to negotiate permission to build a bridge across the river, but that's it. Unfortunately, the legal process has depleted your funds and you only have $15,000 left. Can you build a thriving theme park in this sticky situation? I used the castle blueprints that come with the game to build the castle quickly. The whole scenario was put together in about half an hour.
