Schematics drop chance increase

PalSchema mod that Increases the drop chances of tiered blueprints from all chests and loot containers across the game. 

- Tier 2 (Uncommon): 20%

- Tier 3 (Rare): 15%

- Tier 4 (Epic): 10%

- Tier 5 (Legendary): 5%

Only blueprints that were below these thresholds have been adjusted — anything already above the target has been left untouched.

VERY IMPORTANT: because the mod generates a palschema modfile on boot, anytime you make changes to the config (or on first install) you actually need to restart the game twice, this is because it needs to generate the new file and palschema will only pick it up on the next boot.

3. 0 Notes: The mod now uses the existing blueprint drop rows and boosts everything accordingly, this is to fix an issue with certain blueprints being a lot more likely that others with the previous logic. All blueprints should drop more evenly now.

Why this change in 2. 0?

The mod now assumes nothing about the state of the game or blueprints that exist, everything is scanned at runtime to generate the proper palschema file, if all goes well this should mean this will work indefinitely and keep the mod working in future versions of the game, of course its not impossible for it to break but its much much less likely this way. (less work for me on 1. 0 release ^^) and as a bonus you can easily adjust your own drop rates easily in the config.

(Does not include pal dropped blueprints, this is by choice currently as those can be farmed fairly effectively with breeding and butchering)
