Batch production for better transportation

Currently transporting pals seems to just transport whatever that is closest to them, this leads to a problem of inefficiency. Say we have 2 stone pit producing 1 stones/sec each and the transporter can transport a stack of 10 stones and it take 5 sec for each round of transportation.while the theoretical production speed and transportation speed are the same (2 stones/sec), the transporter will only transport from the closer one, taking only 5 newly-mined stones each round and the other one will just stack up to 9999 eventually.

This mod is my attempt to solve the problem. What this mod does is that, pals need 40x time in production building to finish a cycle, but increase the number of resources to 40, The overall speed is still the same as before, but transportation pals will always be able to carry in full capacity.

both the chance and item count can be configured in `config.lua` separately
