Brand Weather

Adds brand weather to OSFE! Basically, you have a chance to get one of 10 weather patterns on any battle that increase the damage of one brand's spells by 20 and decrease another brand's spells by 20. As my suggestion list mods tend to be, this is probably extremely unbalanced, but they are being made more for the ideas and code than the game balance - feel free to take the code and do whatever with it if you want to improve it! This is the third mod made from my suggestion list! All code and ideas from this mod are free to be reused. The positive is that I'll be able to get into this weekly now! (hopefully)
