Follow the INSTALL INSTRUCTIONS
Once installed, inside the ue4ss folder, you should have a Mods folder.
Download this mod and drop the extracted folder "ReticleColor" into that mods folder.
You should have this:
/ue4ss/Mods/ReticleColor/Scripts/main.lua
/ue4ss/Mods/ReticleColor/Scripts/ReticleConfig.lua
/ue4ss/Mods/ReticleColor/enabled.txt
