📋 About This Mod
Changes the levelled lists so that enemies are now based on rarity instead of levels, making it more realistic. No More 800 Dremora Lords at level 50, and now you will encounter enemies of high level at level 1.
I made this mod for personal use, but decided anyone who wants it can also use it.
If there are any issues let me know, but in my play throughs I’ve not encountered anything that caused a problem.
Its a simple file that makes it so that most enemies now spawn at level 1 including high level enemies.
They will spawn instead by how rare and powerful they are, instead of being based on the player level making the game more difficult overall.
I did this because I wanted to have an adventure that feels realistic, as just because you are weak at level 1 doesnt mean those creatures dont exist in the world. So sometimes I wanted to come up against enemies that were far superior to my level for added difficulty.
This also means that occasionally enemies of high level will spawn powerful items and weapons, but defeating them will be a challenge.
It will unbalance the game.
A xivilai might spawn at level 1 but its level and stats will be 22, when you get to level 23 it will start to level to you so that the challenge is maintained.
Lower level enemies will continue to spawn at all levels as you gain levels.
Some battles you will need to run from and going to oblivion will now be a real challenge.
I have not changed humanoids such as bandits and necromancers for example, I have also tried to avoid changing the levelled lists for any quest creatures or npcs as this caused too many issues with high level gear spawning everywhere at level 1.
If requested I can also edit those enemies.

Undead such as skeletons and liches
Deadra of all types
Wild animals

Manual install
Put nolevelledenemies.esp in oblivionremastered/oblivionremastered/Content/Dev/ObvData/Data
Then you have to click on pluggins.txt and add "nolevelledenemies.esp" to the list and save it.
This is the load order I used with the mods I use, it works as long as you use this load order:
