Introduction
After playing the original Oblivion Remaster, I realized that there are no really interesting challenges. That is, when you already have Expert or Master level skills, you can kill the strongest enemies with 2-3 power attacks on medium difficulty. Not to mention that randomly generated bandit leaders have completely random gear... And so I decided to create my own mod, something like Oscuro's Oblivion Overhaul (OOO), which was for the original Oblivion. It will bring new challenges and more interesting opponents. I highly recommend playing on Adept or Journeyman difficulty. Since I initially tried to create a balance specifically for this difficulty level.

Descriptions of changes
Now the criminal world of Cyrodiil has different tier lists and classes, such as:

[]Tier III Main Bandits Leader (Warrior, Rogue).[/]
They all have fixed levels and characteristics. This means that your progress in the game is now truly noticeable. It is not the case that you become stronger and all the enemies around you become stronger as well. In my opinion, Oblivion has a terrible progression system based on auto-leveling, but now I have ensured that this will not be the case for all bandits, Marauders, and their bosses.
I also introduced new bosses in some locations inhabited by bandits and looters, which will not respawn if you defeat them.
