This is the chance, that a killed NPC will drop their weapon. This is set to 100 in unmodded Oblivion. This mod sets it to 0.

Why though?

I don't really know, I always downloaded a similar mod for Bethesda games in the past and have grown accustomed to looting weapons from the remains instead of looking for it in the grass or sometimes losing it to ragdoll. However, I'm not sure if its the case but from my experience this setting on remastered Oblivion makes them hold on to their weapons after death. Even shaking their hand wont loosen the grip. :)
